These exhortations and maxims concern the individual believer in his relationship with his fellow-men. The institutions of the community, on the other hand, should help believers to correct their faults and protect the community from law-breakers. Nor should the institutions look passively on if some believers were openly to undermine the common cause or intended to destroy God's Cause from within. Baha'u'llah and 'Abdul-Baha have made provisions for the protection of the divine Covenant and for the foundation of society and it order is justice and not mercy.
