..He (Chairman of LSA) has one vote and normally gives his opinion last. So as to avoid all suggestion of a head of the world institution the chairmanship of the Universal House of Justice is rotated on a regular basis.. (99:1)

As the members of an Assembly are conscious of the fact that their only ambition is to serve God and the community, and that they have not fought an election campaign against one another to win office, they start with a potential for spiritual unity and friendship. Of course, sometimes there are certain clashes of temperament which may cause difficulty, but normally with the aid of prayer with which every Assembly meeting begins, with the awareness of the need to look on others in a spirit of brotherhood, and with the concerted help of all the other members of the Assembly, such difficulties are usually overcome. (99:2)

"They must... proceed with the utmost devotion, courtesy, dignity, care and moderation to express their views. They must in every matter search out the truth and not insist upon their own opinion, for stubbornness and persistence in one's views will lead ultimately to discord and wrangling and the truth will remain hidden. The honoured members must with all freedom express their own thoughts, and it is in no wise permissible for one to belittle the thought of another...".. ('Abdul-Baha) (99:4)
