O friends of God! Praise be unto God that His Imperial Majesty, the Shah, acts with the utmost kindness, and His Highness, the Prime Minister, is practising the greatest fairness and equity towards the people. So, the friends of God must night and day pray for the permanence of the glorious empire, and raise themselves to return thanks to His Majesty for his justice, equity and kindness, because this is one of the indisputable commandments of God, as revealed in all celestial books.
